করোনাভাইরাসের (কভিড-১৯) প্রভাবে প্রতিদিনই বাড়ছে নাটোর বিসিক শিল্পনগরীর মালিকদের ক্ষতির পরিমাণ। কেউ কেউ সীমিত পরিসরে স্বাস্থ্য সুরক্ষাসামগ্রীর পাশাপাশি জরুরি পণ্য উৎপাদন করে কারখানা টিকিয়ে রেখেছেন। এমন পরিপ্রেক্ষিতে বিসিক কর্তৃপক্ষ শিল্পনগরীতে প্রায় কোটি টাকার ক্ষতির প্রাথমিক হিসাব নির্ণয় করেছেন। এ অবস্থায় ক্ষতিগ্রস্ত কারখানা সরকার ঘোষিত প্রণোদনা দিয়ে চালু রাখার দাবি জানিয়েছেন মালিকরা।
নাটোর শহরতলির দত্তপাড়া বিসিক শিল্পনগরীতে ছোট-বড় সব মিলিয়ে গড়ে উঠেছে ৩৩টি শিল্পপ্রতিষ্ঠান। কিন্তু করোনাভাইরাসের কারণে স্বাস্থ্যবিধি মেনে চালু রয়েছে মাত্র ১১টি প্রতিষ্ঠান। বছরের অন্য সময় যেসব পণ্য উৎপাদন করে কারখানা চালু রাখা হয়, করোনার সময় তা বেশির ভাগ বন্ধ হয়ে গেছে। কিছু কিছু শিল্প-কারখানার মালিক হ্যান্ড স্যানিটাইজার, খাদ্যপণ্যসহ বিভিন্ন জরুরি পণ্য উৎপাদন করে কারখানা চালু রেখেছেন। কিন্তু দীর্ঘ লকডাউনের কারণে শ্রমিকদের বেতন-ভাতা দিতে হিমশিম খেতে হচ্ছে কারখানার মালিকদের।
নাটোর জুট মিলসের মালিক শ্যাম সুন্দর আগরওয়াল বলেন, দীর্ঘদিন ধরে তারা আশপাশের দেশগুলোতে পাটজাতসহ বিভিন্ন পণ্য রফতানি করে এলেও করোনার কারণে তা বন্ধ হয়ে গেছে। কয়েক মাস ধরে বন্ধ রয়েছে নাটোর থেকে রফতানিযোগ্য পণ্য সরবরাহ। এতে করে বৃহৎ লোকসানের আশঙ্কা করছেন পণ্য রফতানিকারকরা। এক্ষেত্রে সরকারি প্রণোদনা দিয়ে কারখানা মালিকদের বাঁচিয়ে রাখার দাবি জানাচ্ছি।
সংশ্লিষ্টরা বলছেন, ১৯৮৭ সালে নাটোর বিসিক শিল্পনগরী প্রতিষ্ঠার পর থেকে এত বড় ধাক্কা লাগেনি কখনো। করোনার কারণে সে ধাক্কায় পিষ্ট এখানকার ক্ষুদ্র ও মাঝারি শিল্প উদ্যোক্তারা।
এ বিষয়ে নাটোর বিসিক শিল্পনগরীর উপব্যবস্থাপক দিলরুবা দীপ্তি বলেন, করোনার সময় লকডাউনের কারণে শিল্প মালিকদের ব্যাপক ক্ষতি হয়েছে। আমরা প্রাথমিকভাবে প্রায় কোটি টাকার ক্ষতি নির্ণয় করেছি। সরকারিভাবে ঘোষিত প্রণোদনা দ্রুত দেয়া হলে পুনরায় শিল্প মালিকরা ঘুরে দাঁড়ানোর চেষ্টা করবেন।
নাটোরের জেলা প্রশাসক মো. শাহরিয়াজ বলেন, সরকারের ঘোষিত প্রণোদনা পেলে ক্ষতিগ্রস্ত শিল্প মালিকদের আর্থিকভাবে সহযোগিতা করা হবে।
